Cesare Borgia is the hard case: decisive violence, delegated cruelty, theatrical justice, and fear converted into order.
The instrument of power.
Borgia matters because Machiavelli studies him as a technician of necessity. He acts quickly, uses agents, removes liabilities, and stages justice so the people know where order comes from.
The Machiavellian lesson is that cruelty, if used, must be calculated, limited, and politically legible. That is a chilling lesson, not a holy one.
The warning.
Technique cannot absolve evil. Borgia belongs here because he shows the seductive intelligence of effective cruelty and why covenant must judge it.
